Vending Zones and Their Pros And Cons

A vending zone has come in close vicinity of Sectors 39, 40 and 41. There are many pros and cons associated with it. Let us see what is a vending zone and why Noida Authority has been allotting zones to vendors.

Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 is an Act of the Parliament of India enacted to regulate street vendors in public areas and protect their rights. It was introduced in the Lok Sabha on 6 September 2012 by then Union Minister of Housing and Urban Poverty Alleviation, the Bill was passed in the Lok Sabha on 6 September 2013 and by the Rajya Sabha on 19 February 2014. The bill received the assent of the President of India on 4 March 2014. The Act came into force from 1 May 2014.

Under the provisions of this Act, street vending was given a legal tag to enable the street vendors to earn their livelihood by selling their food items or other things through vending in the vending zones created by the local administration.  The other aim of this vending system is to decongest the main markets which cause inconvenience to the shoppers for trouble free access to the market shops. Vendors under this scheme are given license to carry out their business at a particular place or street on daily basis and with the prescribed timings. This way they can earn their livelihood and help their families to lead respectable life.

Town Vending Committee is responsible for conducting of survey of all the vendors under its jurisdiction, and such survey must be conducted every five years. No street vendor will be evicted until such survey has been made and a certificate of vending has been issued. All street vendors will be accommodated in a designated vending zone. In case, all the vendors cannot be accommodated in the same vending zone, allocation of space will be made by draw of lots. However, those who fail to get space in the same vending zone will be accommodated in adjoining vending zones. All street vendors above fourteen years of age will be granted a certificate of vending. However, such certificates will be granted only if the person gives an undertaking that he will carry out his business by themselves or through the help of his family members, he has no other means of livelihood and he will not transfer the certificate. However, the certificate can be transferred to one of his family members if such vendor dies or suffers from permanent disability.

Advantages of eating from street vendors are various.  Street food is readily available food street food is easy on the pocket, easy to see menu and minimum waiting time. The disadvantages are also there. Street food quality can be questionable, health issues, and not to forget the traffic chaos caused by it.
