Change is the only constant, so goes the common refrain. Who understands this more than the residents of Greater Kailash 2, where house after house is undergoing demolition and redevelopment. While all this construction activity is at the behest of residents only, who want more space or better returns from their property, the inevitable inconvenience is also borne by the residents themselves. Time and again, the norms laid down by the authorities are flouted brazenly by the builders. In spite of repeated complaints, there is no or minimal action taken against them, and they continue to do as they please without fear or concern.
As per norms, the construction activity should stop after 7 pm. However, time and again on some pretext or another, they continue to work late in the night. Some time back, in the market area, there was a laying of the roof on one of the houses. Constantly, there was the sound of the cement mixer in the back lane, continuing deep in the night. The concerned people were asked repeatedly to wind up when it continued beyond 11 pm, far beyond the permissible time. When they paid no heed, then finally at 12.30 am the police were called and necessary action was taken.
Another time they were unloading construction material at the site deep into the night. Again, requests to stop fell on deaf ears, necessitating a call to the cops.
Recently, in the back lane of the market, some people had called a truck at 1 am in the night to dismantle and remove a generator from the top of a terrace. Constantly, there was noise from the truck and the crane, along with all associated sounds of dismantling of the generator. The workers were shouting all the time, trying to coordinate between those at the terrace with those on the ground. Again, requests to stop were ignored, and finally the police were informed at 2 am in the night. The offending truck, along with the crane and the generator were impounded and legal action taken against those responsible.
No one likes to take legal action if avoidable, but then there should be some consideration from the other side as well. Doing such activities at 2 am in the night disturbs everyone concerned and has no justification whatsoever.
