Almost all sectors in Noida have community centres which are managed by sector RWAs except a few which are being controlled directly by Noida Authority. While managing these centres,
RWAs strictly follow the guidelines framed by Noida Authority without having any discretion on their party for any deviation. The RWAs are just an extended arm to help the Noida Authority in the management of these community centres.
Of late many sectors have been complaining about the noise pollution and late-night operation of DJs at high decibels during marriage functions and other social and religious functions. As per the existing guidelines, while booking these centres, the incumbent is required to deposit caution money to secure the cost of any damage caused to the building and furniture & fixtures during the use of the premises. An undertaking is also obtained to the effect that he will not cause any inconvenience to the residents of the sector by playing loud music beyond the fixed hours. But all these formalities remain ineffective due to the non-availability of an authorised person at the venue to control all such activities during the actual function. Even calling of Police by the residents proves futile.
Sectors having private marriage venues in their proximity are also facing noise pollution from DJs playing on high decibels till late at night disturbing the residents and particularly the students preparing for their board examinations and the aged persons with heart ailments. Recently a complaint was filed by members of RWA, sector 51 with chowki in charge of sector 49 for taking action on owners of marriage venues.
It is a very serious issue, like a ban imposed on blowing off pressure horns in the city there should also be a ban on playing DJs beyond the permissible decibels and time limits. Violations, if any, should be met with imprisonment for one year and a fine also. Noida Authority must take effective steps, like (1) deputing responsible officers at the functions aided by police personnel, (2) Vesting the President of RWAs with powers to penalize the offenders and also filing an FIR with the local SHO. The government/National Green Tribunal should also issue directives to the manufacturers of DJ devices which could be operated up to the permissible decibel limits only. Even there should be a provision for the issue of yearly licenses to operate DJs with a condition of its termination on violation of the norms.
