Pan GK Force takes-off on Pilot Basis – Will be a Non Starter if Day Time Security is not ensured

The August issue of Samvada carried the story of the rising crime rate in GK-1 and the need for a pan GK- Security Force to control crime. All the Neighbouring RWA Representatives had multiple meetings with SHO Ajit Kumar Upadhyay and his team and had agreed to pool in money with contributions from all the RWA’s in GK’s peripheral & arterial roads and become a force multiplier to the depleted police force.
Meanwhile Delhi High Court ordered Delhi Police that no barricade can be left unattended and public movement cannot be restricted. This order necessitated SHO to fast track the concept of pan GK Force and put in place a workable model that fulfils the security requirements and court order.
A pan GK RWA’s meeting was called and most RWA Reps heartily agreed to the proposal of pooling in money, without fully understanding the financial implication on the cash strapped RWA’s. A few dissenting voices (E-Block being one of them) were drowned out with enthusiastic clapping and everyone fell in line. S-Block President MK Gupta, who had not attended the meeting due to indisposition messaged in the WhatsApp Group that “it is the responsibility of Police to Provide Security and RWA’s are already burdened with internal Security of the Block cannot afford to sustain Rupees Two Lakh additional Expense annually and S-Block shall abstain from this initiative.”
Readers may remember that in the August Article I had written that for this initiative to become successful RWA’s will have to raise funds from Residents, Extract….. “Over Brain storming many of the issues in implementing were ironed out and as for every resident contributing, a special sticker for each vehicle for unrestricted access and other benefits will ensure improved collections.”
The first phase of the Plan was finally implemented on 1 Oct on a three month pilot basis and all RWA’s agreed to deposit Rs 45,000 each as their contribution for the first Quarter. Some RWA’s have now retracted from their enthusiastic stance in the presence of the SHO and some are contributing lesser amounts.
The plan will work only if day time security is addressed and modalities worked out by way of which Residents can be convinced to shell out additional Subscription. More importantly every RWA manages to collect Subscription from just 50% -60% of residents not to mention the drain on resources due to Parallel RWA’s.
Night Barricades are now manned at six points by hired security personnel and two by the police. A detailed analysis will be done on weekly basis to iron out initial slip ups; simultaneously modalities for phase two are being worked out. The fate of the project hangs on the on the methodology adopted to raise Finances from the Residents.
