One of the major issues being faced by residents of South City 1 is that many guest houses have been operating out of residences in South City 1 for the last few years.
Instances of grave concern have transpired in the recent past, wherein the immediate neighbours, as well as the other residents, have been put to substantial inconvenience due to these guest houses. Guests from these establishments leave late at night in their cars and are reported to be driving rashly and dangerously through the colony lanes despite the security guard requesting them for restraint.
The vehicles of their visitors invariably park haphazardly in the vicinity, as the guest houses do not have any parking arrangements of their own, thereby severely harassing the neighbouring households who often find their own parking spaces being suddenly occupied by unknown vehicles belonging to clients of these guest houses. Moreover, such a regular stream of outside visitors to the guest house has adversely affected the privacy, safety, and peace of everyone residing in the nearby houses.
It may be correct to infer that these very, similar such, factors have resulted in the Haryana government recently notifying the policy and regulations for governing the establishment and operation of guest houses within residential areas. We would like to highlight that most of these guest houses would not be following any of the regulations i.e., it is situated on a plot measuring less than 500 square yards (as against the notified requirement of the minimum plot area to be 500 square yards), and they are not located on a Sector or main road (being situated on an internal lanes of the blocks). Also, it is not known whether the said commercial establishments have obtained any relevant permission or certificate for operating their businesses out of a residential area.
SCRWA has prepared a list of about 25 such guest houses. In a survey done by staff of SCRWA, we have been able to collate this list but this may not be the complete list. We have sent emails to the Department of Town Planning in January and again in June apprising the department of these guest houses and seeking intervention so that all rules and regulations are followed, and our residents are not inconvenienced. If any resident/s is facing any specific issue related to any guest house, we would request them to share the issue with SCRWA on its official email address.
