An the last one year massive construction activities are going on in Anand Lok, Gulmohar Park and almost all the residential colonies of Delhi. These construction activities affect the infrastructure of the colony in terms of roads, drainage, cleanliness of front and back lanes. It also adds to traffic congestion and residents also lose parking to construction workers and deliveries. There is substantial loss of peace and quietude of the neighborhood, cleanliness of the house and degradation of ambient conditions.
Due to construction a lot of labor is engaged at each construction site with an increased footfall of migrant labor resulting in the security parameters of the colony getting challenged.
Anand Lok RWA, ARA worked with the Civic Authorities to formulate the following set of guidelines for the builders which are handed over to them when they take over the project for them to comply to these as their work is closely observed
(1). Working hours from 7.30am until 7.30pm only (2). Premix concrete vehicles should only enter the colony after giving at least 24 hours notice to the office of ARA, and only when everything is ready to receive them, so that their stay in the colony is minimized. They must also ensure free passage for other vehicles, and therefore, roads etc must not be blocked. (3). All sites must have dust screens around the plot, to ensure that the neighbors are least affected (4). Dumping of materials in the sewage pipes will invite heavy fines over and above what the MCD inposes. (5). Noise and other forms of pollution to be kept to an absolute minimum (6). Roads etc, as well as service lanes are to be kept clear at all times, to permit free access. (7). All damage to neighbors plots, buildings/walls must be repaired immediately.. (8). The plot must have the statutory notice, regarding owner, building contractor, clearance permit no, telephone nos. of the concerned parties, etc prominently displayed. (9). All sites must provide toilet facilities for workers. Any workers found urinating or other non-social acts, will not only be removed from the colony, but heavy fines will be imposed on the builder/contractor/owner. (10). Water pipelines of the colony must not be damaged. Water from this source must not be used for building purposes. In fact, any activity which causes inconvenience to residents, by water, electricity, noise, etc will be viewed seriously.(11). Not more than three (3) people should remain behind after working hours/overnight in the premises for purposes of guarding/chowkidari. (12). Any damage to service lanes/roads must be repaired immediately.(13). No illegal activities should be entered into, as regards bye-laws, building guidelines, permits, etc. (14). Parks etc are NOT meant for workers to play, hold meetings, etc. (15). All stone/granite/marble cutting etc, should be done INSIDE the plot/premises of the building/construction site, NOT on or by the roadside. (16). All dust etc emanating from such operations should be retained/enclosed on the plot premises, by spraying water on them during the cutting process, and/or carrying out this procedure in enclosed spaces INSIDE the plot/construction building, so that the dust remains within the premises. (16). Must also ensure that workers do wear suitable masks to safeguard their health. (17). Any breach of the above guidelines will invite serious consequences including financial, medical, legal and Police action.
Wish that RWA had some legal power to penalize the builders in case of violation. But RWA has to depend on the civic authorities like MCD to challan them in case they defy.
