The shop owners across the road who I checked with were equally baffled and outraged and confirmed it was a scam after checking with their TWA President. It seems they have two printing machines in many places across the city. Warning all citizens to please check the parking ticket issued to you and if in doubt don’t hesitate to check with the shopkeepers.
