Who Did This?

We often complain about the shabby and unkempt condition of the parks in our sector. Yes it is the horticulture department’s duty to ensure the cleanliness of the parks but it is also our responsibility as residents to contribute our bit in not polluting the parks. Here it can be seen that someone has used the park for dumping a discarded WC. If this is how we act then how can our surroundings be clean?
